  In 2001 Mr. d’Andrea was appointed Chief Operating Officer. He is responsible for the daily operations and marketing activities for the company as well as overseeing client relations. Brian brought decades of experience in the management and engineering disciplines to TechSource with the goal of moving the company from a regional business to a national leader. Under his direction TechSource has repeatedly received national accolades from Inc. 500 one of the fastest-growing high technology firms in the US. Regionally, TechSource has been recognized by New Mexico’s Flying 40, as one of the top 40 fastest growing high technology firms in New Mexico. Brian possesses over 28 years’ experience of broad-based technical and managerial experience developed as a corporate executive, large business unit manager, research and development project engineer, national laboratory program analyst, corporate administrator, and a Naval Officer.

Nuclear strategic deterrence and nonproliferation, along with missile defense and consequence management, are usually considered the mainstays of our nation’s nuclear deterrence strategy. However, strategic deterrence (and missile defense) is not effective against a non-attributable nuclear attack, and nonproliferation will not always succeed. A broader deterrence vision that explicitly includes and elevates the importance of nuclear counterproliferation – as the third pillar of nuclear deterrence strategy - is required for what many consider our most likely nuclear threats. We will broadly examine the threat spectrum and current US nuclear strategy and emphasis, and then focus on current and potential counterproliferation efforts within the NNSA and the three nuclear national laboratories.

  MG (Ret) Anson is TechSource’s counter weapons of mass destruction (CWMD) domain expert. He is also the Chairman of Alakai Defense Systems Advisory Board and a student and teacher of Christian Apologetics. MG (Ret) Anson served in the United States Army and Army Reserves for 33 years. While in the Reserves he worked at Los Alamos National Laboratory (LANL) for 22 years. He retired from LANL as the Director for DoD Strategic Development in 2015, and retired from the Army in 2013 as the Director of Operations at the United States Special Operations Command (USSOCOM). MG (Ret) Anson served over 23 years on active duty. He served at the National Training Center, Ft. Irwin, CA, in Korea, in the Mathematical Sciences Department at West Point, and in a classified program office at Redstone Arsenal. In the Army reserves he served on the Joint Staff, in USSOCM at Fort Bragg and MacDill AFB, and commanded at both the Colonel and General Officer levels in the 75th Division. MG (Ret) Anson also served in both Iraq and Afghanistan with the special forces. Prior to his last role at LANL, MG Anson (Ret) was the Program Director for Countering Terrorist Tactics where he managed the Laboratory’s counterproliferation and counterterrorism science and technology efforts. His other LANL roles included Senior Project Leader for Special Operations/Counterterrorism Applications, and Group Leader of the Military Systems Analysis & Simulations Group. MG (Ret) Anson is a graduate of West Point, and holds Masters degrees from Stanford University in Operations Research and Industrial Engineering, as well as a Masters degree from the US Army War College in Strategic Studies.

Panelists will discuss current counterproliferation activities and constraints within their organizations, and potential NNSA and national laboratory efforts that could bolster the nation’s ability to defeat the development and/or use of nuclear weapons and improvised nuclear devices by state proliferators and sub-national organizations (at the unclassified level).

  Since 2016, Jay Tilden has served as NNSA's associate administrator for Counterterrorism and Counterproliferation with responsibility in preparing for, responding to, and successfully resolving nuclear and radiological accidents and incidents worldwide. The mission includes providing technically informed policy and operational recommendations required to advance U.S. nuclear counterterrorism and counterproliferation objectives, while informing US government agencies on nuclear threat devices (i.e., improvised nuclear devices, proliferant devices, and lost or stolen nuclear devices outside of state control). The office applies the Department of Energy's (DOE) and NNSA’s existing nuclear expertise, science, technology and engineering capabilities to support relevant whole-of-government activities, while sustaining deployable assets for both nuclear incident response and nuclear forensics activities. Previously, Tilden served as the deputy associate administrator of the same office. From 2009 to 2012, Tilden served as the director of the Office of Nuclear Threat Science (formerly the Office of Nuclear Counterterrorism), leading an integrated technical staff of Federal, contractor, and National Laboratory personnel that executed the multi-laboratory Nuclear Counterterrorism Program, charged with the evaluation of a wide range of nuclear threat devices, including improvised nuclear device concepts and designs. Before that, Tilden served as the intelligence and security advisor to the deputy under secretary for Counterterrorism and NNSA's Office of Nuclear Counterterrorism. From 2004 to 2008, he previously was director of the Counterterrorism Division of DOE's Office of Intelligence and Counterintelligence, which was responsible for providing technical intelligence analysis on; terrorist radiological and nuclear capabilities; potential terrorist threats to nuclear facilities, materials, and activities; and worldwide nuclear materials holdings and their security. He also served as an intelligence and program analyst for the Office of Security Policy advising on Design Basis Threat policies for DOE. Tilden is a retired Army chief warrant officer (counterintelligence and all-source intelligence) and served in both active and reserve capacities including the Desert Shield/Desert Storm and Enduring Freedom/Noble Eagle operations. He graduated from the University of Maryland in 1990 and completed post-graduate studies in strategic intelligence from DIA’s Joint Military Intelligence College in 1999.

  Mr. Erickson is currently the Deputy Principal Associate Director for Global Security Programs as well as the Deputy Field Intelligence Element (FIE) Director at Los Alamos National Laboratory (LANL). In these roles, he oversees all of the intelligence, defense, counterterrorism, nuclear emergency response, non-proliferation and emerging threats programs at LANL. Mr. Erickson is responsible for matching the needs of sponsors with multi-disciplinary science, technology and engineering teams at LANL to provide timely and effective solutions to national security problems. In addition to theseresponsibilities, Mr. Erickson directs the nuclearcounterproliferation (NCP) thrust area for LANL. Mr. Erickson spent the previous 20 years at Los Alamos managing the quick response capability (QRC) program at LANL to support the intelligence and Department of Defense communities. Mr. Erickson’s technical expertise involves radio frequency (RF), directed energy, communications systems, energetic materials, lasers and unmanned systems. Mr. Erickson also spent nearly 10 years as part of the DOE/NNSA’s Joint Technical Operations deployable Team (JTOT) as a subject matter expert in nuclear weapons firing systems. Mr. Erickson has a M.Sc. in Electrical Engineering from the University of St. Andrews/Strathclyde in Scotland and completed undergraduate studies in bio-medical engineering at the University of California, San Diego.

  As the Defense Nuclear Nonproliferation Associate Labs Director for Sandia National Laboratories, Doug Bruder leads the defense nuclear nonproliferation portfolio, including global threat reduction, nuclear risk reduction, and nonproliferation and international security programs. Prior to joining Sandia, Doug spent 34 years leading technology-driven national security programs across weapons, sensor, and information technologies applied to operational support, intelligence, special operations, and nuclear deterrence. As Vice President of Leidos, a national security technology company with more than 30,000 employees, he served as Senior Account Executive and Chief Strategist for the weapons of mass destruction (WMD) and chemical, biological, radiological, nuclear, and explosive portfolio. Previously, Doug served as a member of the U.S. Department of Defense's (DoD) Senior Executive Service for 13 years, most recently as Director of Research and Development for the Defense Threat Reduction Agency (DTRA), overseeing counter-WMD research. Other executive assignments included DTRA Associate Director for Combating WMD, Department Director for Counter-WMD Technologies, and Liaison and Special Assistant for the Office of the Assistant to the Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs. Doug has received the two highest awards for government executives: the Presidential Rank Award, Distinguished Executive (B. Obama, 2011); and the Presidential Rank Award, Meritorious Executive (G.W. Bush, 2007).

  Bradley Wallin is the program director for Weapon Physics and Design (WPD) Program, whose mission is to develop and apply validated, science-based capabilities to assess the performance and safety of the current and future U.S. nuclear stockpile, and to innovate technical solutions to anticipated national security problems. Wallin brings extensive leadership and technical experience to this mission, having worked at LLNL for 20 years across many aspects of the weapons program, including code development, high-performance computing, nuclear weapons design, dynamic material properties, subcritical experiments, startup and management of nuclear facilities, and high-energy-density experiments. He has served as program manager for Nuclear Threat Reduction Program at LLNL, as a detailee to the Office of Defense Science at the National Nuclear Security Administration in Washington, D.C., and serves on review panels for the weapons programs at Sandia and Los Alamos national laboratories. Wallin holds a Ph.D. in physics and an MCS in computer science from the University of Illinois at Urbana-Champaign and a B.Sc. in engineering physics from the Colorado School of Mines.

The final session will expand the discussion beyond NNSA and the national laboratories to other departments and agencies involved in the counterproliferation mission. Non-NNSA organizations are encouraged to share their views on national nuclear strategy, and their perspective on the role of NNSA and the national laboratories in this mission space. We will also solicit input from all attendees regarding future counterproliferation workshop subjects.

  Dr. Wendin D. Smith is the Senior Advisor to the Commanding General of the U.S. Special Operations Command for Countering Weapons of Mass Destruction (CWMD). Previously, she served as the Deputy Assistant Secretary of Defense for CWMD, Office of the Under Secretary of Defense for Policy (DASD/C-WMD), where she was responsible for establishing policy and guidance to protect U.S. and Allied forces against chemical, biological, radiological, or nuclear attack from state or terrorist actors, as well as for preventing and countering global trafficking in WMD. As part of the C-WMD portfolio, she was also responsible for policies aimed at helping partner countries build capacity in WMD defense and countermeasures, and for representing the Department’s interests on counterproliferation and nonproliferation policies. Prior to her federal service, Dr. Smith led strategic initiatives in defense and national security at Scitor Corporation, to include unmanned systems, CWMD, energy security, and related science and technology areas. Previously, she supported Cooperative Threat Reduction programs for the Department’s Defense Threat Reduction Agency (DTRA), as well as several programs within the U.S. Departments of Energy’s (DOE) National Nuclear Security Administration. Dr. Smith has founded and operated two woman-owned consultancies, providing services in strategic planning, international market development, and regulatory compliance to commercial and federal clients. In the mid- and late-1990s, while living in Moscow, Russia, Dr. Smith served as Director of the U.S. Information Agency’s (USIA/USIS) American Center, supporting educational exchange programs under the Freedom Support Act. Dr. Smith, a graduate of Dartmouth College, received her Ph.D. and Master of Arts in Law and Diplomacy from The Fletcher School of Law and Diplomacy at Tufts University, where she focused on International Security Studies and International Environment and Resource Policy.
